The P-type receiver comprises a nonvolatile memory which is capable of transmitting a short message signal generated on the basis of a short message including the diagnosis result from self-diagnosing the receiving state of an alarm signal or including the received result of a real alarm signal, and including service authentication information from a detector or a transmitter through a mobile communication network, and which is also capable of storing set data and firmware. The receiver management server receives the short message signal through the mobile communication network, and can store the short message extracted from the short message signal in a diagnosis alarm database when the service registration status for remotely managing the receiver for the P-type receiver is authenticated on the basis of the service authentication information. The terminal for management can access the receiver management server, and can request that the set data inputted by a manager passes through the receiver management server via the mobile communication network in order to be transmitted to the P-type receiver. At this time, the receiver management server receives the set data from the terminal for management to transmit to the P-type receiver, and the P-type receiver can be operated to store the set data transmitted from the receiver management server in the nonvolatile memory.
