[Problem] To provide an electromagnetic wave absorbing sheet which can be made thinner. [Solution] The method for producing an electromagnetic wave absorbing sheet capable of absorbing an electromagnetic wave comprises the step of processing conductive carbon filler, insulating filler, and fiber into wet-laid paper to obtain a paper absorption layer. This allows an excellent electromagnetic wave absorbing effect to be demonstrated. This method thereby is capable of providing an electromagnetic wave absorbing sheet which can feature an increased holding amount for carbon filler through the use of insulating filler having a high specific surface area and which is thinner than a conductive electromagnetic wave absorbing sheet designed to have a thickness of 1/4 the wavelength.
