The ash, the sludge and other organic matters are used for preparing soil and a fertilizer in the present application, so that the sandy land and saline-alkaline characters of soil in a region can be improved, and the survival rate of plants is increased; the landfill and stacking cost of the ash and the sludge is saved on; water and air pollution is reduced; and the ecological environment is restored. The special effects of "treating retirement with waste", "waste retirement mutual treatment" and changing double harms into double benefits can be achieved; a combination of the environmental benefit and the economic benefit can be better achieved; and the comprehensive significance of "carbon emission reduction" is achieved.
