To this end, the present invention comprises: a mixing step of mixing flooring materials with aluminum powder; a primary pulverizing step of pulverizing the mixture mixed in the mixing step; a sintering step of sintering mixture powder generated in the primary pulverizing step; a secondary pulverizing step of re-pulverizing the sintered materials generated in the sintering step; and a filling step of mixing a conductive filler generated in the secondary pulverizing step with a base resin so as to form a thermally conductive polymer resin.
