Disclosed is an environmentally-friendly method of preparing a composition containing an anti-inflammatory ingredient, and an application thereof. The method comprises: S1, weighing a specific volume of water, adjusting the pH thereof, adding Sophora flavescens roots, and performing extraction at a constant high temperature; S2. adjusting the pH of the solution after the extraction in step S1, then adding Glycyrrhiza inflata roots, and heating the solution to the boil and performing extraction; S3, adding Scutellaria baicalensis roots to the boiling aqueous solution after the extraction in step S2 and performing extraction and filtration, and adjusting the pH; S4, adding activated carbon to the filtrate obtained in step S3, and performing insulation and filtration; S5, adding a clarifying agent to the filtrate obtained in step S4, and leaving the filtrate to stand and performing filtration; and S6, subjecting the filtrate obtained in step S6 to membrane separation to obtain the product. The present invention has fewer process steps, uses no organic solvents, and produces no waste water, is energy saving and environmentally friendly, and is suitable for continuous and large-scale production. The aqueous solution of biologically active ingredients prepared by the present invention can be used in the fields of biomedicine, food and healthcare products, and cosmetics, and can especially improve and enhance the efficacy on the skin.
