The present invention pertains to a device and a method for controlling the driving of a vehicle engine using fossil fuel, wherein the driving of a vehicle engine automatically comes to a stop when a running vehicle is stopped, and immediately re-starts automatically as soon as a driver's intention to depart is detected, such that fuel-saving and air pollution-reduction may be promoted while inconveniences to the driver are minimized. The device for controlling the driving of a vehicle engine using fossil fuel according to the present invention includes: a solenoid valve assembly which is mounted on a brake fluid line at the front end of a wheel cylinder so as to control the flow of the brake fluid which is transmitted to the wheel cylinder; a vehicle speed sensor for sensing the speed of a vehicle; a brake pedal switch for sensing whether a brake pedal is stepped on or not; an engine driving section for supplying or blocking fuel and air with respect a starting motor driving section for driving an engine starting motor; and an ECU, wherein, according to the result of checking the input signals from the vehicle speed sensor and the brake pedal switch, the ECU controls the solenoid valve assembly so as to block the flow of the brake fluid and controls the engine driving section so as to stop the driving of the engine in case the running vehicle is stopped, while the ECU controls the solenoid valve assembly so as to restart the free flow of the brake fluid and controls the starting motor driving section and the engine driving section so as to restart the engine driving in case the engine driving-restarting intention is detected when the running vehicle is stopped.
