A reel device and a take-up machine comprising same. The reel device comprises a bottom plate (5), a rotary bracket (3), and a reel (10) fitted over the rotary bracket (3). The bottom plate (5) is connected with a first tensioning member (4a) and a second tensioning member (4b). A wire pressing belt (6) wrapping the circumferential surface of the reel (10) is connected between the first tensioning member (4a) and the second tensioning member (4b). The structure can prevent a steel wire from escaping from the surface of the reel (10), thereby improving the collection efficiency of the steel wire and the quality of the steel wire.
