The present invention enables: formation of freshwater stream reservoir portions in a river in which a constant pondage thereof is maintained, fish and water plants can live, and self-purification of pollutants in enabled; constant generation of electricity by river water and buffering and storage of rainwater flowing rapidly to a rainwater apparatus; prevention of the loss of a lower portion of a bank when the water level of the freshwater stream reservoir portions rises. That is, the present invention forms cut-off walls at regular intervals in a river to form freshwater stream reservoir portions having a constant water level at regular intervals, comprises layered stone in the freshwater stream reservoir portions to form an ecological river comprising the freshwater stream reservoir portions, and comprises an electric power generation portion having fish ways at intervals of 500-10,000 m to form an electric power generation reservoir portion. Therefore, the present invention forms the freshwater stream reservoir portions at regular intervals in a river, and thus allows fish and water plants to live therein permanently by forming the freshwater stream reservoir portions at a constant water level in the river, and forms an environmentally friendly river which absorbs organic matters to self-purify out pollutants.
