[Solution] The present invention causes a high frequency ultrasonic wave, which is reflected by the surface and bottom surface of a sludge layer, to be transmitted and received, wherein the distance from a transceiver to an outer edge of an irradiation radius at an assumed surface depth of the sludge layer is shorter than the distance from the transceiver to an irradiation center at an assumed bottom surface depth of the sludge layer. Due to a bottom surface reflection wave reflected from the center of the bottom surface of the sludge layer being received later than a surface reflection wave reflected from an outer edge of an irradiation range of the surface of the sludge layer, the thickness of the sludge layer can be estimated by transmitting one high frequency ultrasonic wave.
