The method comprises: a terminal acquiring first information, the first information being used for indicating whether a first cell is a first-type cell, the first-type cell being a cell supporting on-demand transmission of a synchronization signal block (SSB) and/or a first system information block (SIB1), and the first cell being a candidate cell for cell selection or cell reselection; and the terminal determining, on the basis of the first information, whether to execute a first behavior, the first behavior comprising at least one of the following: performing cell selection or cell reselection; and adjusting a cell selection or cell reselection priority level of the first cell to the lowest priority level. Implementing the embodiments of the present disclosure can enable a terminal supporting on-demand synchronization signal block (on-demand SSB) characteristics to identify a first cell as a first-type cell in a cell selection or cell reselection process, such that another cell selection or reselection operation or reduction of a priority level can be performed to avoid or temporarily refrain from considering the first-type cell a normal cell for selection and/or reselection.
Embodiments of the present disclosure disclose a communication method and apparatus. The method comprises: a terminal sends terminal capability information to a network device, the terminal capability information indicating that the terminal has the capability of supporting on-demand synchronization signal blocks (SSBs), the terminal capability information being used by the network device to determine whether to use a first cell as a secondary cell (SCell) for the terminal, and the first cell being a cell supporting on-demand SSBs.
