An apparatus and method for expanded polystyrene (EPS) building panels and associated assembly, connection, and tools, and in particular, energy efficient building systems using EPS panels made substantially of polystyrene or polystyrene-like material, assembly of EPS panels to form walls, flooring, and roof systems, and related assembly, connection and tools. Multiple EPS panels pre-cut to specifications allow for minimized assembly time for roof, walls, flooring, and have a locking key system and EPS fill material in openings to maximize insulation quality and reduce thermal conductivity. Some EPS panels have column openings or chases, created when pre-cut EPS column or chase is removed, to receive structural filling material. Some EPS panels have vertical, horizontal, and/or diagonal chases to receive utility, electricity, and/or plumbing components. Some EPS panels have fir/nailer cuts to receive fir strips/nailers after EPS material is removed, allowing fascia and other wall covering to be affixed to panels.
