A driving simulation system for training emergency responders comprises a simulated driver cockpit having a steering wheel and at least one video display providing a simulated driving environment and a simulation control module comprising a processor configured to operate through the simulated driver cockpit, the system having driving rules related to one of: a speed limit related to an emergency condition, and use of an audible siren, an emergency light, or an emergency radio. The rules include generic: rules configured to universal driving standards; standard emergency response operating procedures for a first locale; and standard emergency response operating procedures for a second locale. The system can transition between the sets of driving rules based upon detection of a change in simulated position, of monitoring user performance during the simulation, of comparing user performance to the combined driving rules, and of providing feedback to the user.
