The present invention provides a pharmaceutical composition containing: (A) l-menthol at 6 mass% or more; (B) a lower alcohol at 20 mass% or less; (C) at least one selected from the group consisting of loxoprofen, salts thereof, and hydrates thereof; (D) a polyoxyethylene hydrogenated castor oil; and (E) at least one nonionic surfactant selected from the group consisting of polyoxyethylene sorbitan fatty acid esters and polyethylene glycol fatty acid esters.
