The second inner ratchet part has a hanging post extending outwardly therefrom. An actuator is coupled to the first inner ratchet part for selectively unlocking the first inner ratchet part and permitting rotational movement of the first inner ratchet part relative to the base for moving the post along an arcuate path. The actuator has an opening formed therein through which the post extends and in which the post moves axially.
